Submitted herewith is a report of the Military Administration, Hong Kong. It is drawn up in four parts by the Heads of the three Services and the Chief Civil Affairs Officer, I fully concur in their reports.

2. It has been a great privilege to have had the task of coming to Hong Kong, freeing our prisoners and the whole population from the tyranny of the enemy, rounding up the Japanese and starting on the rehabilitation of the Colony. In rendering this account of our stewardship I would like to place on record two outstanding features that have contributed so largely to what success we may have achieved.

(a) The high standard of initiative, loyalty, good sense and

good humour displayed by the British personnel.

(b) The ready response on the part of the local population to the law and order provided by the Occupational Forces and their co-operation with the Administration in its efforts on behalf of the General Welfare.
